INCOMING JUVENILES

Each juvenile upon entry into general population shall receive, when available, the following:

Juveniles may bring the following items into their cells.

  1. Personal photographs with no backing.  (Pictures may not be sexually explicit).  Limit of three (3) only.
  2. Legal papers.
  3. Address books without wire or string binders.
  4. Prescription eyeglasses (plastic), hearing aids, and contacts.
  5. 1-pair of short (ankle) socks.
  6. 1-pair of underpants.
  7. 1-wireless bra (females, approved at the discretion of staff).
  8. 1-small cloth hair tie.
  9. 3-paperback books and magazines; approved at the discretion of staff.

---ALL towels, soap, shampoo, razors, nail clippers and shaving cream will be provided by staff as needed.  ANY ADDITIONAL ITEMS MUST BE PRESCRIBED BY A DOCTOR AND BE PRESCRIPTION STRENGTH FROM A PHARMACIST.

 

DETAINEE’S MONIES

All juvenile money into JDC will be recorded.  All money will be kept in the JDC office in personal folders.  No money will be kept in the juvenile’s lockers or cells.

PERSONAL CLOTHING AND HYGIENE

Juveniles will not be allowed to wear jewelry, barrettes, and headbands.  The sharing of personal hygiene materials such as toothbrushes, combs, etc. is PROHIBITED.

 

HAIRCUTS

Haircuts may be scheduled by asking the JDC staff. Juveniles must pay cash for their own haircuts. This will be done in JDC by a professional Stylist, who is contracted by JDC. The cost of a haircut will be $13.00.

 

COURT CLOTHES

Juveniles may wear street clothes to jury trials only.  All clothing is to be kept in a juvenile’s locker.  Juveniles will wear JDC uniform to all other court appearances in Aberdeen.

 

COURTROOM BEHAVIOR

No physical contact, written or verbal communication will be permitted between juveniles and other persons except Court officials, attorneys, and parents.  During any Magistrate or Circuit Court appearances, all

juveniles are expected to behave as ladies and gentlemen. Any disrespectful behavior may result in disciplinary action.

 

WAKE UP CALL AND LOCKDOWN

Daily wake up call is 6:30 A.M., at which time breakfast will be served. Showers and some cleaning will follow directly afterward.   Lockdown will be at 10:30 P.M. every night with no exceptions. Televisions will be turned off at this time and pencils, erasers, com bags, and games are to be returned to JDC staff (except cards and puzzles).  Eyeglasses and contacts need to be turned in to staff at lockdown.  Noise will be kept to a minimum after10:30 P.M.

 

TOBACCO

Tobacco is not allowed anywhere in the Brown County Jail or JDC.

 

CHURCH AND RELIGIOUS SERVICES

Juveniles may attend services by an ordained minister within the JDC facility.  Church is Monday nights from 5:45 P.M. – 6:45 P.M.  The JDC staff will restrict attendance in whatever way necessary to maintain safety and security.  If you would like to visit with a pastor or priest of your faith please inform JDC staff.

 

WORK AND SCHOOL RELEASE

The courts will specify if a person is eligible for work and school release.  All work release juveniles will pay $15.00 per working day to Brown County to cover expenses for room and board.  Work release is paid in advance.  Bringing back food or drink items to JDC is not allowed.

 

VISITATION

Visitation will be on Saturdays and Sundays from 1:00 P.M.-5:00 P.M. by appointment only.  Parents, grandparents, siblings, legal guardians, legal spouse, and natural children are allowed to visit.  All visitors must show picture identification (i.e. Driver’s license).  Visitors may be subject to search.  Any other visit must be approved in advance by the JDC Supervisor or Asst. Supervisor.  Visits may be limited to 30 minutes and may be terminated at any time upon discretion of the JDC staff.  Visitors who appear to be under the influence of drugs or alcohol will not be admitted.  Obscene or disorderly behavior will not be tolerated.

 

 

MEDICAL SERVICES/DENTAL SERVICES

Any juvenile that feels he/she needs medical services should ask JDC staff for a REQUEST SLIP FOR MEDICAL CARE. The request slip is

filled out by the juvenile and returned to JDC staff.  The JDC staff will then act on the medical request.  All medical expenses are the responsibility of the juvenile’s parent/guardian.  Some non-prescription medical items (such as non-aspirin, cold tablets, tampons, personal items, etc.) are available upon request.

 

NOTE PASSING OR PASSING OF ITEMS FROM ONE JUVENILE TO ANOTHER IS PROHIBITED.

JDC COUNSELOR

If a juvenile wishes to speak privately with a professional counselor, please inform JDC staff.

 

Juveniles are not allowed to bring personal items (letters, magazines, word searches, etc.) to the JDC classroom.

 

 

This HANDBOOK has been assigned to me.  I will not destroy or write in this handbook.  In the event of this handbook being altered in any such form, I will be responsible for its replacement costs.  It will be replaced at my own expense. Juvenile will return the Handbook upon their RELEASE.

 

If you are issued the following items, you are responsible for them.  In the event that these items you were issued are destroyed or altered, you will be responsible for their replacement cost.

DISCIPLINARY ACTION  

 

There may be a variety of consequences for violating the rules or policies at JDC.  These consequences may include any of the following:  verbal warning, restriction of privileges or loss of privileges, loss of phone, restriction on visitation, loss of TV, separation from other juveniles, lockdown or assigning a special activity like cleaning walls.

 

Staff will inform the juvenile of the rule violation and the action taken.

 

STAFF WILL ASSIGN JUVENILES TO THEIR APPROPRIATE BUNK.

 

MEALS:  At mealtime, each juvenile is responsible to get up off his/her bunk and receive their tray from the JDC staff.  Juveniles will NOT BE ALLOWED to trade or share food. Juveniles will stack and hand the trays to staff after mealtime.

 

 

SELF HARM AGREEMENT

 

Inmates will not attempt to harm themselves while in the custody of JDC.  If anyone starts to have feelings of self harm, they should inform staff immediately so staff can contact appropriate services such as a counselor or pastor.

 

PROCEDURES FOR RECEIVING ORAL MEDICATION

Juveniles will have a cup of water and place the capsule or tablet on the tip of their tongue and swallow sufficient liquid.  Juveniles will then open their mouth wide and move their tongue to allow the JDC staff to check that the capsule or tablet has been swallowed.  Juveniles will show both hands (palm up, fingers spread), as well as inside of the cup.

Hiding medication or attempting to hide medicine(s) from JDC staff will result in disciplinary action.  Bringing in personal (over the counter or non-prescription) medications is NOT allowed.

 

 

FOOD SERVICES

All juveniles will receive three meals a day.  All uneaten food items and utensils must be returned to JDC staff at the end of their meal (NOT saved for later use).  A nutritional evening snack will also be served.

 

 

BEDDING AND TOWELS

Blankets, mattress covers, pillow covers, and mattresses will not be allowed on the floor and will not be allowed outside of the cell.  These items are to remain on the cell bunk, unless ordered by the court.  Use the bedding properly or lose it.  Juveniles are allowed one mattress (no stacking).

 

CELL DOORS

Cell doors will not be prevented from normal closing.  Locking mechanisms are not to be blocked or altered.

 

ATTORNEY VISITS

Attorneys may visit juvenile clients at any reasonable time.  If an attorney comes during mealtime, he/she may have to wait until juveniles have been fed.  These visits should be scheduled in advance.

 

ATTORNEY MAIL

Incoming attorney mail or legal mail will only be opened and inspected for contraband in the presence of the juvenile to whom that mail is addressed.

 

TELEPHONE/ATTORNEY CALLS

Telephone calls may be placed by juveniles between 8:00 AM & 10:30 PM.  All calls are collect calls (charged to the person accepting the call from the juvenile).  Calls to attorneys may be placed anytime.  When a juvenile is in loss of phone privileges, no other juvenile may place a phone call for that juvenile.

 

   

 

 PHONE CALLS

Juveniles will need to request an inmate PIN number to use the phone system.  Money can be added to an inmate’s commissary and then transfer funds to the phone account to make phone calls. 

 

 

MONITORING

All communications (letters, phone calls, conversations) in this facility except for Attorney/Client communications may be monitored.

 

 

TELEVISION

The use of the TV is a privilege.  Failure to comply with any JDC regulation can result in immediate loss of this privilege.

 

NEWSPAPER

Juveniles may subscribe to daily and weekly newspapers.  Juveniles may not store up newspapers, books or papers, as this is a fire hazard.  Subscriptions must be paid in advance.

 

MAIL

There is no restriction on the amount of incoming or outgoing mail for juveniles.  Brown County will pay postage for one letter per day (except weekends) for a total of 5 letters per week.  Brown County will pay postage for all letters to Judges and Court Officers, including Clerks, Defense Attorneys, Prosecutors, Parole, and Probation Officers.  All outgoing mail must have your name and the facility address on the upper left-hand corner of the envelope.  For security reasons, juveniles cannot send or receive mail to the Brown County Jail.

 

JDC SCHOOL RULES

Each juvenile is expected to abide by the school contract and comply with the rules.

1.  All students must work during class time.

2.  Students must maintain a polite attitude.

3.  No talking during class without raising his/her hand.

4.  Only one student is allowed at the teacher’s desk at a time.

5.  Students may only fill their water glass during break time.

6.  Students must raise his/her hand before leaving their desk.

7.  No letter writing.

8.  No note passing.

9.  No extra curricular book reading.

10.  No writing on the desks, chairs, etc.11. No drawing unless            assigned by the teacher.

12.  No drawing on school work (books, papers, etc.)

13. Cheating will not be tolerated.

 

 

JUVENILE’S CONTRACT

 

  1. I will be considerate of others’ physical and emotional well being in the things I say and do and in my general attitude towards them.
  2. I will respect all property (private or detention facility equipment and furnishings).
  3. I will not hide, use, possess, or try to obtain anything that is illegal or a possible danger to me or others.
  4. Juveniles will not talk about, joke about, or attempt to escape from JDC or any authorized outings.
  5. I will follow all facility procedures as explained to me. 
  6. I will not send mail to or receive mail from inmates in the Brown County Jail, due to security reasons.

*** YOU ARE SUBJECT TO DISCIPLINARY ACTION FOR VIOLATING ANY OF THE RULES AND CONTRACTS LISTED IN THIS JUVENILE HANDBOOK.

 

JUVENILES SCHOOL CONTRACT

  1. Disruptive behavior will not be tolerated in JDC School.
  2. If disruptive behavior does occur, you will be warned and subject to consequences such as loss of privileges.
  • If at any time while attending JDC School you become violent or a danger to yourself or others you will be restrained and escorted back to the Juvenile Detention Center.  You will be in lockdown status with NO PRIVILEGES until further notice.
  1. You are expected to attend school every weekday while in JDC.  School is in session 08:30 to 11:00 A.M. and 12:30 to 3:30 P.M.
  2. You will be accountable for your daily assignments.  If you do not finish your assignments during the school period, you may be assigned to do your schoolwork up in JDC (with soft cover books only).
  3. Every juvenile is REQUIRED to attend school with the following exceptions:
    1. If you have obtained a GED or a High School Diploma.
    2. If you have Assaultive or Disruptive Behavior.
    3. If you are a Federal Hold.

          -This will be at the discretion of the JDC Supervisor.

If a student with a GED chooses to attend school, he/she will be expected to follow the directions of the teacher and the above rules.

To make a complaint, a juvenile may request a grievance form from JDC staff.  The grievance will be forwarded to the JDC Supervisor for evaluation.

 

MY PRESENCE IN JDC SHALL REMAIN CONFIDENTIAL BETWEEN JDC STAFF, THE JUVENILE’S PARENTS, AND OTHER PROFESSIONAL WORKERS.

RESIDENTS MAY HAVE USE OF THE JDC LIBRARY (i.e. PAPERBACKS, MAGAZINES, GAMES AND PUZZLES) IF THEY ARE IN PRIVILEGE STATUS.

 

LAUNDRY

Sunday:  Exchange JDC uniforms (shirts, pants)

Wednesday:  Exchange JDC uniforms (shirts, pants)

Thursday:  Exchange Linen (Mattress cover, pillowcase)

Friday:  Exchange blankets (2nd and 4th Fridays of the month)

Staff will wash juveniles’ clothes if requested.  Juveniles will exchange any dirty underclothes they might have in the mornings before they shower.  Dirty clothes are to be placed in the juvenile’s mesh laundry bag.

 

JDC CLEANING SCHEDULE

Everyday morning cleaning will include wiping off the tray port, phone, tables, stool, and sink.  Garbage cans will be emptied each morning.

 

You shall do a thorough cleaning of your rooms a minimum of THREE a week (Tuesday, Thursday & Sunday).  This shall include sweeping, mopping, cleaning mattresses/bunks and possibly washing walls. Other cleaning duties may include mopping the hallways, locker room, stairwell, bathroom and office areas.

 

You are required to make your bed before going to school or work.

 

All cleaning supplies will be provided by staff for juvenile’s use.  STAFF may vary times for cleaning, breakfast, and showers as well as vary areas to be cleaned.  If cleaning is not done, privileges will be withheld.

 

COMMISSARY BAGS

Commissary bags are handed out during showers in the morning and are collected at lockdown at night.  Any abuse of these items will result in a loss of the items or they may become available only upon request.

 

RULES FOR THE JDC RESIDENTS

 

  1. FOLLOW STAFF DIRECTIONS.
  2. No fighting or disruptive behaviors. Residents will not assault or harm other residents or staff.
  3. Residents will not engage in sexual activity or encouraging others to do the same, which includes kissing, touching, ect.
  4. Residents will not threaten to harm other residents, their family, or property.
  5. Residents will not threaten JDC staff.
  6. No tampering with video cameras, locks, or lighting equipment.
  7. No pounding, profanity, yelling, whistling, or name calling. 
  8. Absolutely no racial or bigoted remarks.
  9. No “messing around” such as running, pushing, slapping, taunting, spitting, or arm wrestling.
  10. No aggressive physical contact between residents such as “flinching contests”, etc.
  11. Residents may not perform martial arts kicks, shadow boxing, or other fight-type gestures.
  12. No unauthorized communication between residents (no notes between residents).  Notes will be confiscated.
  13. No gum or candy in residents’ possession.
  14. No arguing.  If there is a problem, the resident should bring it to the attention of a JDC staff.
  15. If residents discuss why they are here or any past illegal involvement, such revelations can be used as evidence in court.
  16. Belligerent attitude toward JDC staff will result in loss of privileges according to the degree of belligerence.
  17. Whenever law enforcement personnel are in JDC they are to be treated with respect.
  18. No hiding, possessing, or attempting to obtain anything that is illegal or a danger to anyone.
  19. When using chairs either at JDC or the JDC classroom, all chair legs must remain on the floor.
  20. No unauthorized lying or sitting on the floor.
  21. No standing on or lying down on room tables.
  22. No tampering with equipment/furnishings in visitation room.
  23. No resident may enter the shower, conference/attorney room, or any other room without a JDC staff’s permission.
  24. No more than one resident at a time in any shower room during shower periods.  Residents of G Block are to stay OUT of the shower area after showering.
  25. No residents may be in JDC control room without a JDC staff.
  26. Residents shall NOT damage their room or JDC property in any way (i.e. No writing on walls, bunks, tables, or desks). Deliberate damage to JDC rooms or property will be paid for by the responsible resident.
  27. Blankets shall not be used to cover your face or head.
  28. No lying to staff.
  29. Each resident is responsible for the upkeep and cleaning of his/her room.  Toilets shall be flushed after each use.
  30. Each resident is responsible for any contraband found in their room, clothing, belongings, or on his person.
  31. JDC allows 2 pencils in North cell, 3 pencils in South cell, and 4 pencils in G cell.  Pencils may not have metal tips and will be returned to staff at lockdown (10:30 P.M.) and placed in the holders by the doors.
  32. When walking to or from school or the recreation area, residents will walk at a moderate pace and within arms length of each other.  Males and females will walk separately and quietly.
  33. Residents will not share, trade, save, or throw food.
  34. Residents will not spit on the floor, in wastebaskets or on anyone.
  35. Abuse of the phones in the cell (like prank or group calls) will result in loss of phone privileges.
  36. Residents will not knock or pound excessively on the door.
  37. Residents’ rooms must be kept clean and orderly.
  38. Residents will not tear out pages or articles from books/magazines. Magazine advertisements, photographs and drawings will not be posted on any wall or fixtures in the JDC cells.
  39. All meals and snacks are to be eaten at the day room table, unless the juvenile is in lockdown.
  40. JDC will allow one block eraser per cell (N, S, and G).  These will be collected at lockdown.
  41. Gambling is not allowed.
  42. Residents will not tear out pages or articles from books/magazines.
